22 years ago a strange phenomenon caused the land of Kanagawa Prefecture to suddenly split and project upwards to unheard of heights for crust movement. Because of this the Japanese Capital was moved to the Mie Prefecture and Kanagawa was renamed 'The Lost Ground'. The phenomenon caused 2% of the population born after it to inherit genetic alterations or mutations. These 'special powers' came from the radiation rising from underneath the Earth's crust. These enhanced humans are known as Alters. Not only humans were affected by this however. In the Lost Grounds there is a location called 'The Alter Forrest' where the animals have Alters.

There are 3 main Alter fractions, Alter Users, HOLY, & HOLD.
Alter Users or Native Alters are people with special powers that use them for and what they want. Whether to help people for free, for money, or the bully them into giving them what they want. HOLD was formed to keep the Alter Users in order, as a kind of Police organization. HOLY is a group of elite Alter Users that exists within HOLD. HOLY's Prime Directive is to restrain and capture the 'Native Alter Users'. Those captured have 2 choices: join HOLY or be imprisoned indefinitely.
